The 8-Question Checkup That Keeps PMOs Thriving

Here’s a truth that rarely makes it into a sales deck: standing up a PPM solution is the easy part. Keeping it valuable is the hard part: quarter after quarter, reorg after reorg, sponsor after sponsor.

We’ve spent years helping organizations run project and portfolio management on a genuine platform for PPM built on and living inside of Microsoft 365. Along the way we’ve learned something humbling: the tool is almost never what decides whether a PMO thrives. Readiness is. A client can license the best PPM solution on the market and still stall if the objective is fuzzy, no executive owns it, or nobody agreed up front on what success would look like.

That is the challenge I care about most in my role as a Client Success Manager: not just initial fit, but ongoing fit. The kind of fit that turns a first deployment into a PMO people still rely on three years, five years, ten years later.

A catechism from an unlikely place

In the 1970s, George H. Heilmeier ran the U.S. Defense Advanced Research Projects Agency (DARPA), the group behind everything from GPS to the early internet. Faced with a flood of ambitious research proposals, Heilmeier developed a short list of questions to cut through the hype and get to the heart of any idea. It became known as the Heilmeier Catechism, and researchers still use it today:

  • What are you trying to do? Say it in plain language.
  • How is it done today, and what are the limits of current practice?
  • What’s new in your approach, and why do you think it will succeed?
  • Who cares? If you succeed, what difference will it make?
  • What are the risks?
  • How much will it cost, and how long will it take?
  • What are the mid-term and final “exams” that measure success?

Read that list again with a project office in mind. It’s uncanny. Strip away the lab coats and Heilmeier was really asking: Do you actually know what you’re doing, who it’s for, and how you’ll know it worked? Those are the exact questions that separate a PMO that endures from one that quietly fades after the launch confetti settles.

Why it belongs in PPM

For years, our discovery leaned on four solid questions: who the solution is for, the current situation, the tools in play, and the shape of the portfolio. They’re great at capturing where a client is today. What they didn’t press on was where a client is going: the destination, the wider stakeholders, the risks, and the measures of success.

The Heilmeier Catechism fills that gap almost perfectly. So rather than reinvent a framework, we borrowed one that has been battle-tested for half a century, then adapted it to the language of PPM.

Folding it into the Sensei Proven Process

If you’ve worked with us, you know every client follows the same path: the Sensei Proven Process, from Mutual Discovery through Onboarding, Deployment, and a long relationship beyond. Discovery already begins with a tool many clients know well, the PPM Maturity Roadmap: Self-Assessment, where you capture your current situation and rate the capabilities you need in a phased approach.

Our evolution was to extend that same spirit forward into onboarding, with a short Readiness Self-Check. As we kick off a Sensei IQ™ implementation, the client answers eight questions, one for each area (Objective & Ownership, Current State, Portfolio Profile, Why Now & Change Capacity, Stakeholders & Impact, Enablers & Readiness, Investment & Timeline, and Defining Success), and rates each from “not defined yet” to “clear and well-defined.”

It’s deliberately not an interrogation. There are no wrong answers. A lower score isn’t a red mark; it simply points to where a little groundwork will pay off, and the check offers a concrete next step for every question, from tightening a one-line objective to beginning to capture the metrics the system will report on. The payoff is a shared, honest picture on day one: the client’s team gets aligned before configuration begins, and we can focus the rollout on what actually matters to that organization. It turns the opening conversation from “let’s configure the tool” into “let’s agree on where you’re headed, and start there.”

Building PMOs that last

Readiness at kickoff is what makes everything downstream stick. When a client knows the metrics they care about, Sensei IQ™ can surface them automatically: the whole project in a single glance. And fit isn’t a one-time event. That’s why the Proven Process doesn’t end at go-live: as your Client Success Manager, I check in with you at least quarterly, revisiting those same readiness questions as your organization grows and changes. A PMO isn’t built the day the software goes live. It’s built, and rebuilt, every time an organization can say, clearly and out loud, what it’s trying to accomplish and how it will know it got there. Heilmeier knew that in 1975. We’re just glad to put his questions to work today.
